My name is Kilin Boardman-Schroyer and I work as as the Director of Greater DC Cares’ Citizen Academy program as well as their Emergency Preparedness and Response Program and their Pro Bono Consulting program. 

The Greater DC Cares’ Citizen Academy program is an issue education/advocacy program that works to bridge the gap between direct service volunteering and direct issue advocacy through educational forums.

"To Do No Harm" by Charles Sessoms

A groundbreaking documentary examines the plight and history of needle exchange programs. This 54-minute independently produced piece takes an in-depth look at the theory and practice of Harm Reduction - a set of practical strategies that reduce the negative consequences of drug use and a host of other social maladies - scientifically proven to aid in the prevention and understanding of HIV infection. To Do No Harm deftly examines and uncovers the personal, racial, and sociologic bias against addicts.  It offers a harrowing and sobering journey into the lives of injection drug users, needle exchange activists, and political and civic leaders working to promote harm reduction philosophies. Their insights provide a distinct, community-based perspective to needle-exchange efforts while chronicaling their vision to change the response of society and the criminal justice system.  This darling of local film festivals is recommended by the National Minority AIDS Council.

The film will be followed by a panel discussion including:

PUBLIC SAFETY TOWN HALL MEETING

Washington, DC - Councilmember Phil Mendelson (D-At-Large) will host a city-wide Town Hall meeting on public safety on March 9, 2006.  The Town Hall meeting --"From Criminal Investigation to Incarceration and Beyond"- will bring together the District's most important public safety officials to listen and respond to resident concerns.

Councilmember Mendelson, Chairman of the Judiciary Committee, has invited Police Chief Charles Ramsey, U.S. Attorney Ken Wainstein, Chief Judge Rufus King, Department of Corrections Director Devon Brown, DC Attorney General Robert Spagnoletti and Court Services and Offender Supervision Agency (CSOSA) Director Paul Quander to participate.

"The issue of public safety is a continuing concern among District residents," states Mendelson.  "Although crime in most categories has declined, everyone agrees there is still too much.  I share the view of many, that there needs to be greater presence of police in our neighborhoods, that offenders too often seem able to return to the
streets within hours of arrest, and that the government has failed to slow the revolving door of recidivism."

The meeting will be held at Savoy Elementary School located at 2400 Shannon Place, SE beginning at 6:30pm.  The school is located across from the Anacostia Metro Station. 

Meeting Format: There will be short presentations from the panelists. Each person should sign in but they do not have to sign up to ask questions; there will be file cards for people to write down their questions and a mic for people to ask questions from the floor.

DC ACTION FOR CHILDREN BUDGET BRIEFING

Are you interested in how the mayor's proposed FY 2007 budget supports children and youth? Then plan on attending DC Action for Children's March 29 budget and policy briefing, "What's in the FY 2007 budget for children and youth?" The event is being held from 1:30-4:30 p.m. at the True Reformer Building, 1200 U Street, NW. Panelists are: Ed Lazere, DC Fiscal Policy Institute; Brian Wilbon, Office of the Deputy Mayor for Children, Youth, Families and Elders; Rob Miller, Office of Council Chair Linda Cropp [invited]; Susie Cambria, DC Action for Children; Evita Smedley, DC Action for Children; Frankeena Wright, DC Action for Children; Mary Levy, Washington Lawyers' Committee; and Mark Ouellette, DC Children and Youth Investment Trust Corp.

The advocates on the panel will present on early care and education, child welfare, child health, education and out-of-school time. The government representatives will talk about the executive and legislative branch priorities and views on the mayor's budget.

FAIR BUDGET COALITION TOWN HALL MEETING ON BUDGET

The Fair Budget Coalition is cosponsoring a town hall meeting with more than a dozen community organizations on Saturday, April 1, at 10:00 a.m., at the True Reformer Building, 1200 U Street, NW. This is an opportunity for community members to share their concerns and also identify budget priorities for the District of Columbia. Come insert your voice into the budget process! The Fair Budget Coalition was founded in 1994, as an ad hoc coalition which brings together human service and legal services providers, consumers, advocates, faith organizations, and concerned individuals to advocate for a comprehensive, integrated, and adequately funded approach to meeting the human needs of residents of the District of Columbia, particularly those who are poor and vulnerable.
